Previously on the evening of September 19, the Ho Chi Minh City Department of Health Inspector received a call for help, saying that a relative, Ms. HO (37 years old), was being held at a facility called "Saigon Medical Clinic". Address No. 153-155 Nguyen Van Cu, Ward 2, District 5.

However, at the time of the unexpected check-up, there was no obstetrician present at the clinic. At the same time, the clinic also failed to provide medical examination and treatment records and patient fee invoices.

Contacting the authorities, Ms. HO said she had previously gone to the above facility for a gynecological examination. Here, the clinic staff advises that the cost of terminating a pregnancy is 2 million VND and is painless.

"However, during the procedure to terminate the pregnancy, this clinic requires the patient to sign a package of 29 million VND before continuing, otherwise it will cause heavy bleeding and pain, causing pressure for love. Request a bank transfer right on your hospital bed," Ho Chi Minh City Department of Health informed.

Because the patient could only transfer 9 million VND, he was detained at the clinic and forced to pay in full.

Immediately after recording the information, the Ho Chi Minh City Department of Health Inspector instructed to transfer the patients to Tu Du Hospital to check and monitor their health status, ensuring life safety for the patients.

Inspectors of the Department of Health determined that the legal representative of the above facility is Mr. Sin Sui Sang, the person in charge of technical expertise of the general clinic under the company is Mr. Lieu Thanh Hoang and in charge of the specialty. Through inspection, the authorities noted that the clinic showed signs of keeping patients, "extorting illness, and extorting money" as reported. a) Causing human damage;

b) Causing harm to the health of others with a bodily injury rate of 61% or higher;

c) Causing harm to the health of 02 or more people with the total bodily injury rate of these people ranging from 61% to 121%;

d) Causing property damage from 100,000,000 VND to under 500,000,000 VND.

2. Committing a crime in one of the following cases shall be punished with imprisonment from 3 to 10 years:

a) Causing damage to 02 people;

b) Causing harm to the health of 02 or more people with the total bodily injury rate of these people ranging from 122% to 200%;

c) Causing property damage from 500,000,000 VND to under 1,500,000,000 VND.

3. Committing a crime in one of the following cases shall be punished with imprisonment from 7 to 15 years:

a) Causing damage to 3 or more people;

b) Causing harm to the health of 03 or more people with the total bodily injury rate of these people being 201% or more;

c) Causing property damage of 1,500,000,000 VND or more.
